I couldn't ride today due to the persistent rain, so I rewatched some of the highlights, including Lance's crash above, from the 2003 TdF on OLN:

Just canceled HBO and picked up OLN (along with 79 other channels I do not watch). Last year I watched the tour and rode like a madman afterward. I can hardly contain my excitement. Now, I'm looking forward to the "Lance Chronicles" I've been hearing so much about.

I've found the relevant discussion. I haven't read it all, but most people seem to think that Ulrich waited. He slowed down eventually, but if you look in the corner of the screen as Lance goes done, Ulrich grits his teeth and takes off.

From Lance's book, Every Second Counts:
".......in retrospect I'm not sure he waited. In replays, he seems to be riding at race tempo.
He didn't attack, but he didn't wait, either -- not until Tyler Hamilton accelerated in front
and waved them to slow down........"
So, maybe he didn't attack, but like Armstrong said, he wasn't waitin'
