The fragrant waters continue to flow through the lower trails at Terry Hersehey Park. The uppers are dry and fast. I'm still trying to figure out what that white stuff that floats in the water is. Any ideas?

Yeah..we'll go with that.

Buffalo Bayou is not known for it's clean water, so it could be remnants from the discharge at any of the water treatment plants along its banks. Or runoff from elsewhere.

Of course, webmstrk is correct, it is caused by aeration of the water, just like in a bubble bath.

I rode out there last Saturday morning and the stench near the dam was damn near nauseating.

The water has been in the reservoirs for weeks now without any fresh inflows from rain. As such, it is going anaerobic (lacking oxygen) with all the degrading plant matter that was submerged by the flooding. Since the dam outfalls probably pull water from the bottow, you are getting the most anaerobic water flowing out, hence the swampy odor. Its just nature in action...not pollution.
