General Cycling Discussion - I need some advice

Hi, I'm new to the sport and looking to buy a new bike. I know that I need a 54cm. I'm looking at a Redline R550, but the person selling it doesn't know the correct size. He said he measured from the floor to the top of the bar in the from and it's 31 inches.
Does anyone know how this translates to the Redline size? Redline says it's sizes on the R550 are in 6 sizes between 43 & 58.5cm from the center to top.
The price can't be beat, but he is almost 4 hours away and I don't want to drive all that way to find out it's the wrong size.
Can anyone provide some insight??

Redline website has detailed specs that might help you. perhaps email them they might help

You can't call the guy and say, "Measure from the center of the bottom bracket to the top of the seat tube" (or wherever Redline measures to--center to center used to be the standard, but a lot of companies go center to top now)? He'll give it to you in inches, but there are 2.54 cm to the inch.

but what exactly does "center to top" mean? center of what, top of what?
