Maybe you meant FPS.
But even then, it is not required.

I was under the impression that for USA Cycling (FPS, too) to sanction a race ALL categories had to be offered.

That's the first I've heard of that. There are quite a few races here without a cat 5 category and I'm pretty sure they are sanctioned.

Not at all. You can a single race or 15 categories, doesn't matter.
The FPS has a 55+ category, but promoters are not required.
