Is it common for frames to not have a serialnumber? The frame in question has been re-painted could that cover up the number?

Yes, im a bit paranoid :)

Im also wondering if im being quoted a good price on this frame, dont know my Moser's that well :)

There is no decals declaring which tubes it got, the weight is 2,2kg
230 euro (~$350)

I would say most of the Italian frames imported into the U.S. did not have serial numbers. They often would have the frame size.

thats all I got that show any kind of details. I can barely make out some text on one of the dropouts but cant tell what it says...

It has been re-painted so that is probably the reason there is no serial an the engraving on the dropouts is hard to read

Is the price good / fair / bad ?

I think it's too much for a (badly) repainted Moser with no fork. It looks authentic (engraved stay caps) but not that great a deal, especially since so many vintage steel bikes seem to go for cheap in Europe.
