Will a fork for 650 c wheels fit what is stated as 26 inches? I know that 26" is 660mm but I thought maybe people used 26 inch and 650c interchangeabley.

Don't do it, the brakes won't clear.
26" and 650C are different wheel sizes. There was a really good article in the Rivendelle Reader about tire sizing. Basically most common size specifications are for the outside diameter of the tire and assume a certain tire depth. There is a chance that with certain brake settups (eg long reach road) you can use a 26" in a 650C or vice versa but it isn't likely.

Can you get a 26" (MTB) carbon fork in a road style?. Ideal for roadifying an MTB.

I have a Alpha Q Sub 3 fork on my bike and nothing bigger than a 650x23 will fit and even then, the wheel better be pretty darn true.
