What is the name of the piece that holds the front brake cable? And do they make a version that drops lower or holds the cable a bit further away?

LoL- true, true. Commuting and 8 hours parked daily in the sun and salty sea breeze on my lifeguard stand I can practically watch the rust form on it.

Velo Orange also sells one for 1-1/8" steerers for $8.
You can get one that mounts through the fork crown as well. I found that to be useful with cross levers.
On my tourmuter have a Nitto/Specialized stem with a vertical hole through it that eliminates the hanger.

Make sure you get a clamp-on cable hanger. You probably already know this but that cable hanger is holding your headset together.
The stem holds your headset together as well.
I bought one of those fork crown hangers, but my headset is too fat. :(
