Champion #5 is the grade of Tange tubing. #5 is their lowest grade, #1 is their best. I have a Centurion Lemans 12 that is Champion 5 tubing.
Clean and ready to ride this is a $75 bike or so.

However, I'd sell the saddle for The $40, wheels for $25, frame for $50 (great single speed/fixie frame), "vintage" speedometer/odometer for $10, rack for $5 and group for $10.
Up to you. I had a frame just like that, was "disposed of." Added some $140 wheels in yellow, made it a single speed, sold it for $250, probably made $50 overall, but it's not in a landfill.

i guess i will be selling the seat and keeping the bike. thanks everyone
One last comment, bike appears to be a Centurion Elite. Again, the Champion label just signifies the type of tubing used to make the frame.
Looks like some good components on that bike, the RD appears to be a Suntour Cyclone. Hopefully the FD is also a Cyclone. If so, if you decide to go the single speed route (ouch), those components will have some decent ebay value.
Bike should clean up nicely!

just FYI, there's a shop in San Francisco (Citizen Chain on Powell st.) that had a bunch of this very bike, complete, NOS and still in the box for sale, 3 choices of frame color including the maroon shown in the OP. Can't remember how much they were asking but they sure didn't have Brooks saddles. Do an archive search in this forum and you'll glean some background.
