I have an old steel CX (Gazelle champion mondial) that I would like to mount proper fenders on. The problem is that it doesn't have a hole in the fork crown which makes it more difficult. Any suggestion on a solution?

preferably not I think. Not that much material and wouldn't want to weaken the fork.

Find or fabricate some sort of expanding plug to put in the bottom of the steerer tube and fasten the fender to that from the bottom.

that crown looks like it's faced for a caliper brake... you probably can drill it... but it's such a nice frame.

get a 1" star nut for a threadless crown and rig something up with that. Or you could get a plumbing test plug and use the tightening bolt to mount your fender. Using the hole in the steerer really is the way to go here.

That looks like an investment cast crown, which was designed to be drilled for a brake. The only reason it wasn't drilled is because cantilever bosses were installed instead of a caliper brake. Drilling a hole won't hurt it, and if you're concerned about looks you could just drill the back of the crown. Extra points if you tap it so you don't need a separate nut to hold the fender. :)
