Aside from getting stronger, you need to make your bike lighter.
A lot of fixed gear bikes are not very light. I suggest getting a CF fork and a lighter wheelset.
Also, if you are used to riding with a U-lock or back pack on, try riding w/o all that stuff. It's amazing how much faster I go when I don't have a backpack on...

if not-ride more and get stronger, aerobars for a more aero position, raise the gearing as high as you can handle.

Really though, cheapest way is to just ride stronger, after that, buy a smaller cog.

Buy carbon fiber everything. Frame, cranks, seatpost, handlebars, chain, grease, bearings, couch, television, car, iPod, foundation, insulation, pants, comb, watch, wallet, stereo, flooring and on and on and on.
Ideally you will reach a point where you can no longer afford to eat, and that's when you'll see some real weight savings in the saddle.

if your bike is sub 20 pounds you won't really get faster by getting lighter components especially if you are just farting around town on the streets. Beyond that really narrower tires will provide less resistance on the road; should convert power to more speed.
Some pro cyclist one said, "don't buy upgrades, ride upgrades", if you want to go faster.
Intervals. 1 min. on, 1 min. recovery, repeat ad vomitum.

check for any tightness in wheel bearings, bottom bracket, pedals, free-wheel(if fitted)
anything that moves in order to make the bike move

Try a 25mm tire instead of a 23mm tire, and experiment with pressures.
Instead of going for an aerodyamically-efficient body position, experiment with different stems (your lbs should loan you a few stems) and find the stem angle and reach that makes it easier to pedal out of the saddle.
Get a smooth unpadded saddle with a shape that lets you move fore and aft on it as needed.
Ride at 72 gear inches or below (get a 19t cog), and learn to spin.
Lower gear inches give you more acceleration, easier climbing, and the ability to brake without brakes and without skidding.

Get an larger chain ring. Try out 46 or 48. you'll need a new chain if you do this. So, it might be cheaper to just get a 15t cog in the back.
