Those are Brooks Brick Lane Rollup Panniers. (http://www.brookssaddles.com/en/Shop_ProductPage.aspx?cat=bags+-+cycle+bags+%26+accoutrements&prod=BRICK+LANE+Roll-Up+Panniers)

If you want something broadly similar, but less expensive (and less stylish), try the Topeak MTX (http://www.topeak.com/products/Bags/MTXTrunkBagEXP) trunk bag.

I've seen some of your other posts asking about bikes and wheels, and whether you realise it or not, you clearly have expensive tastes! Oh, in case you were wondering, that salty fish paste is called caviar, and the fizzy white wine is champagne. :D

Basil makes some affordable panniers. But the attachment system is a lot simpler. Good for city riding.
