It's the same frame as the Kilo TT, minus the decals and branding.

I bought one of these framesets and built it up recently. Just finished a couple weeks ago, actually. Awesome frame. Fairly light, nice tubes, good looking welds, and decent geometry. The low price was a huge selling point, with my tight budget.
