Have been looking at bikes for about 3 weeks now. I am thinking of the Trek 7000. I would like to stay at $400 or under. Any insight or help is greatly appreciated. Thanks.

Well, I like the Specialized Globe Vienna 1. Nice all around Hybrid in that price range.
Also, the Specialized Crosstrails is a good hybrid, too.

Although, at that price range a good used bike might get you more bike...
