So I am a novice to working on bikes and could use a little help. I took the fork into a local shop to get the bottom crown race put on, but now I'm attempting to put the whole thing together and the lower cartridge bearing doesn't just slide onto the crown race, but rather sits on top of it. Do I need to press this onto the crown race somehow, and if so, how would I do that? I tried bolting it all up but there is about a 3mm gap on the lower cup to the crown race and it definitely does not look right. Can anyone help me?

okay I bolted it all up again and there is about a 2mm gap where I can stick my fingernail under and I can actually see the bearing. It is still sitting on top of the bottom crown race and I'm wondering if this is correct? But if it is, shouldn't the headset include a dirt guard or someting to put there so that no dirt gets in the bearings? Please help!
