I'm trying to figure out the date of my peugeot, it had vertical bolt holes for the rear brake a cottered three bolt crank.

Frame looks like this, but is white and has all chrome fork. Maybe it's not the original fork though.

a picture of your bike would be the easiest to confirm but it sounds like late 60s to early 70s possibly a UE or PE model if it has a vertical brake mount to compensate for factory fenders.
Full chrome fork is likey a replacement but if not it may narrow down the options quite drastically.
