Please see the picture below- can anyone tell me where it is? The hint I got was: During the professional cycling season, various non-regional pro cyclist have called this city home. It is in the northeast part of either: France, Spain, Italy, Argentina, Mexico, or Italy.

There seems to be some big "U" shaped UFO in the sky above that city.
