So i got a new Messenger chainring and want to put it on my sugino crank but wasn't sure are to if i should put the crank on the outside of the ring or on the inside.

Any input you experts have would be greatly appreciated.

on a track bike, im assuming by the spindle length. it goes on the outside.

how about putting it on the side that will give you the straight(est) chainline.
