Has anyone had experience of using the BC scrap-it program, specifically the transit pass + bike option (options 3 or 4 here: http://www.scrapit.ca/incentivechoices.htm). What I'd like to find out is if the bike portion can only be applied to the purchase of a new bike or if it can be used e.g. for parts upgrades?

I utilized the Scrap-It program a couple of months ago and got two bikes and a transit pass -- I got a Kona Lana'i for my daughter and a Kona Dew FS for myself as well as a 3-zone concession transit pass for my son (12 months). The refund arrived 5 weeks from the time I purchased the bikes.
My LBS said that I could get pretty much whatever I wanted -- including accessories and parts -- but I think they had to manipulate it a bit on the invoice -- I'd say that you should get the list of bike shops, select which shop you want to do business with and talk to them about it directly -- I suspect that most will be accommodating.

Ug, I'm so jealous. I just did the scrap it thing here in Alberta and the bike option isn't available here at all.
