Suppose I wanted a road bike for X dollars (X being less than 1000, greater than 300). Will buying it used give a better deal?

The term "better deal" is subjective. There are 2 ways to look at it.
For X dollars, you can buy a new bike. Brand spanking, never-been-ridden, sparkly and shiny new virgin bike.
Also for X dollars, you can buy a used bike in top shape that is a higher level bike than the new one mentioned above. It's likely to have a better frame, components and a scratch or 2.
So which is the better deal? Each has it's advantages and disadvantages. Only you can say what's right for you.

Taken in the strictest sense of "value for the dollar" spent
"used" wins everytime in just about everything you buy.
However, to receive the maximum value for dollar spent often
takes a keen eye and an extensive knowledge of what your
buying. Many often will find that a good used bike is made
of better materials with higher quality components due
simply to the constant pressure to make new bikes at a lower
manufacturing cost. So yesterdays "cheap" bikes are todays
better quality bikes........and on and on it goes.
Take the time to learn a bit about what makes a good to
better bike then use that knowledge to pick up a "steal"
of a used bike based on the quality of the bike.
