Valverde's team, Caisse d'Epargne, has announced that Valverde will not participate in this year's Tour. Valverde is suspended for two years by the italian cycling federation, and the Tour de France crosses into Italy this year. Valverde has appealed the suspension, but no ruling has been released yet.

The thing is, though, that the UCI has effectively decided that there's not enough evidence to warrant such a sanction. It's the Italian federation (or worse, the Italian courts) that don' need no steenkin' evidence. Why have an international governing body if the local magistrate can overrule it?
Professional cycling is starting to look more and more like a crapshoot than a sport.
