I have a new Bell Ukon helmet, and it came with 3 extra pads tha appear to be able to stick on. The adhesive velcro pieces were stuck to the pads instead of in the helmet, and I don't know exactly where the pads are supposed to go. I've got a pretty large head, and the helmet seems to fit snugly without the pads, so I'm wondering if they're even necessary.

My New helm's manual (louis Garnou...but that shouldnt matter) mentions that it has extra pads to place around or replace some pads if yyour fit isn't right.

You said it seems snug and fine, so I wouldn't mess with it.

I've bought two of these helmets (okay, one was its no-visor counterpart, but it's otherwise the same thing), and they didn't have any extra pads. There are three pads velcroed to the band that goes 'round your head. I've attached a photo of the inside of mine. The smaller pad fits the middle of the front of the band, and the two larger pads fit right behind it.

Best-fitting helmet I've ever had, BTW. Bargain for a bonded-shell helmet at $30 (on sale).
