So, is it safe to reach down to my fork and adjust the suspension travel to either lock it completely or unlock it completely while doing some 5 to 10 mph, or more ?

Depends on the fork and how those adjustments are controlled, but it's definitely possible.

If it's something you feel you need to do regularly and frequently, some fork models have add-on cable accessories that allow you to do that from the handle bar. I can't be bothered to find out which one's they are, but I've seen them...

Heck, I've adjusted/ unlocked it while bombing down rough terrain- safe? Probably not...

Fox TALAS (the ones with the 3 position control) seem the easiest to adjust without a remote, really smooth. Others can be a bit of a pain & some older ones like the Manitou Minute coil forks would only adjust one way, as you needed the weight off them as you wound the adjuster to extend them.

Just don't ever try to adjust your suspension mid-huck.
Even if it is a 5-10mph one.
