I'm looking for a 28c tire for my wife's road bike, for off road/gravel use. I purchased a second set of wheels that I'm going to mount them on, so quick change can be done from road to allroad use. I have 32c Kenda Kwicker tires, which I love, that I tried to put on her bike. They rub. 700x30 MIGHT fit, but I think the 28 is a safer bet. Most of the 28 tires I can find are basically just wide road tires. Any suggestions for an off-road capable tire in 28c size?

try vittoria's randonneur cross. they are available in 700x28 and i heard they are pretty good tires for on and off road.

Just thought I'm come back here for an update. I was going to go with the Vittoria Rando. Cross tires, but stumbled across some Kenda Kwick 700x30 tires on clearance. I figured I'd give it a shot and see if they fit. They are not great tires (from their reviews) but the price was right to see if a 30c would fit. They do fit, with plenty of room to spare. Looking at them on the bike, I would say that 32s would fit - which leaves the question of are the Kenda Kwicker 32c tires exceptionally wide, or the Kenda Kwick 30c tires exceptionally skinny?

Either way, I'm in business for now. Thanks for the recommendations though.
