Don't believe your LBS.
I recently bought a front rack, but cannot endorse it as I've yet to mount it. Perhaps tomorrow? Probably later in the week.
Time for a new LBS maybe?
Websterbikeman mentions a few good site. We bought a Tubus Tara recently from Wayne at TheTouringStore and are quite happy with the rack. Wayne can answer any questions you may have

You can maybe skip the front rack and buy a handlebar bag?

Consider a low-rider front rack, and carry your heavy stuff there. A handle-bar bag is suitable only for very light loads. It's all a question of balance and steering control.
