After checking out their website, I was unable to find the rules if you wanted to come and ride the track casually. Can you just show up and ride the track, if there isn't a race going on? Is there a cost to ride. Are there specific rules other than what is followed during a race.

It's an open public facility administered by the NYC Parks Department. Sometimes snooty old wannabe logo spackled spandex wearing weenies try to treat it as their own personal property by bringing lawn chairs next to their carbon fiber bikes and acting official-like. Ignore them if they try to act as if it's private and exclusive. You can ride at your own pleasure as long as there are no scheduled events.

You might also consider going to one of the Saturday clinics, especially if you've never ridden at the track before.

There is no cost to ride there, unless you're racing.
