I'm considering purchasing a 70's Raleigh Sport for my wife. The seller (out of state) says the bike has a 30" frame. What does that measurement refer to on a women's bike? Is it center of crank to top of seat tube?

Yes, it is the measurement from the center of the crank to top of the seat tube.
BUT: a 30" frame for a Raleigh Lady's Sports?.. As far as I know, such a thing did not exist. Someone please correct me if I am wrong, but I thought the largest frame sizes were 21" for the lady's and 23" for the mens, both with 26" wheels.
It means the seller can't work a tape measure. You are going to have to walk them through it, or just look at it. I had a seller tell me he was positive he had a 40 inch frame bike. I tried to walk him through it, but that did not work. I ended up looking at it, it was a 19 inch frame. I can't figure out how he possibly came up with 40 inches. I ended up buying it.
The good news with sellers that can't measure, it usually cuts down the competition, so if you work through the problem, you can get a better deal.

I'm going to guess that the 30" is from the ground to the top of the seat tube, sort of a makeshift standover clearance measurement.
I just went out and measured the woman's Raleigh Sports I picked up this morning (see my his and her's posting). It measures 30" from the ground to the top of the seat tube, and the seat tube itself measures 21" from the center of the crank to the top of the seattube.

Duh! Right; it occurred to me later that the person must have been measuring the standover height of a virtual top tube. Good to know that a 30" standover height goes with a 21" frame on a Lady's Sports. Mine is the 21".

AKAIK Ladies Raleigh Sports came in 19.5" and 21". If you need a smaller frame the Colt has a 17"/18" with the 26" wheels (that is what my wife rides) or if you can find them the Space Rider came with a 16" frame and 24" wheels. The smaller bikes were built to the same standard as the full sized models, but apparently not as many were sold.
