I have front and rear Tipo high flange hubs. They are laced to Mavic Monthlery tubular rims with no tires. The spokes are good and the wheels are true. Rims need cleaning as do the hubs.
I looked on the bay for completed auctions and didn't see any Campy hubs like this sold as complete wheels.
Would it add any value to the hubs to keep the rims on when selling or just add to the shipping price?

Not a market analysis, just my opinion ....

If the rims are true and everything works together as a good wheel, I would want to buy the whole thing.

You need to find an early 70's Gitane TdF in need of a wheelset. :)
