What would be the widest tire I could safely put on a 23mm rim, clincher type 700c.

It would probably depend more on how much clearance you have at the brakes. Is this a road bike? CX? Mtb?

The rim width isn't a factor in this case. Shimano caliper brakes will allow a max of about a 28mm tire. Depending on the bike frame, you may have clearance issues between the chainstays or the chainstay brace.

I use the Rivendell Ruffy Tuffy. It's 700x27c and a wonderful tire.
It will fit many bikes, but if the fork rides extremely close to the tire; then it won't fit. Ask your LBS.

Most road bike frames and brake clearances will handle up to 28.
