I've come across a set of NOS Mavic GP4 wheels, red foil label rim with Suntour Cyclone hubs, 36H, 700cc, 125 mm spacing, no skewers, unused, great shape. Is $70 a good deal?

No...that is a great deal on some excellent near bullet-proof tubular rims and some very nice hubs.
