Singlespeed & Fixed Gear - Possible bike for conversion on CL, what $$ do you think is resonable?

This guy is selling an old Kia road bike pictured here:

and is asking $90 for it.... I read up a bit and according to other threads, Kia makes cheap entry level Korean bikes, and people had bought used ones for like $5 haha
This bike seems like it's functional though, and I'm looking for a cheap project to build a beater bike conversion that I can beat to ****, leave locked up overnight and ride in foul weather.
What is this thing actually worth? I'm going to see if he'll barter.

I'd say $15 if it had two good tires.
Not what you want to start out with. Worth searching for a bike that doesn't have cottered cranks (althought they can work, but you mention beating it, so I would go with square taper), isn't gas-pipe bike-boom heavy, and is a decent value... Not worth buying when stuff like bar tape is worth as much as the bike.

Thanks for the info guys. I don't want to waste money. From what I hear cottered cranks can be a ***** to get off if they've been on there for a long time, but if you can get them off, is it likely that the type of bottom bracket needed can be replaced with a square taper bb and cranks?
not always however you can reuse the cups and get a loose ball spindle

i'm sure there are plenty of better bikes for less $$$ in your area. i'd keep looking if i were you.

Yeah that looks like what I'll be doing after all.
my conversion is columbus tubes and has/had campy/ofmega parts. i paid $90CAN. hope this helps.
