I am not clear on what type of jerseys can be worn in races. Can someone tell me what types are allowed and not allowed. Thanks.

Anything with sleeves. You shouldn't wear anything from a team you're not on, including pro tour teams, but you can probably get away with it your first race.

Sleeves.
We had a guy line up for a race in Superweek with a sleeveless shirt. They called him out.
They didn't call out the guy in full Garmin kit...even though Garmin had a few riders there out on the course at the same time.

I think the USCF can tell you. http://www.usacycling.org/forms/USAC_rulebook.pdf If it matters, UCI will tell you also.

So if i read the rules correct you could wear this jersey..correct? I read you can wear advertising jersey, so a jersey that says lets say pearl izumi on it right?

In reality, you don't even have to wear a jersey.
T-shirts are perfectly acceptable.
The shoulders must be covered, but other than that anything goes.
