What would be a good offer to make on this bike for cash?

A good offer for you would be around $250, they might be thinking around $850. Try to find out if they raced it often, if so, then try an offer around $400.

What has racing it often got to do with anything?

Not much I wouldn't think. A bike like that is not used for racing.

Really it all depends on what kind of shape its in. Is it a left over bike in a shop? Or is it a private owner? Is it beat, or does it still look like new?
