And how much is it worth? (The seller says its a 6 speed, but seeing as it has no derailleur, is probably a 3 speed). I have no idea of the year, I'm guessing early 70's. Note the bruises on the fork and chain guard. It would be for a young woman of 20, about 5'4", for transportation in the city (Montreal). I'm hesitating because its an ugly color, appears to have a bit of rust on the frame, and some bruises, and appears to be a less desirable 70's model (I wanted late 60's...) and most likely a sucky Made In Canada Raleigh, not the more desirable English variety. So if I should look at something else, let me know.

Well, they're probably 26" wheels, and it looks like a three speed to me, but it's a nice bike. I've sold similar bikes for $150, so I think the price is okay. It might be a little big for a small woman, but I'd say it's worth looking at it in person.

It's a 3 speed. and its value depends on where you live.
In the Greater Boston area, that 3-Speed bike commonly sells at $100-$150 US in that condition ready to ride. If it was more beaten up 70-100.
I think it's rather nice looking, the vintage rack alone is worth 15-20 bucks.
Looks like it needs some work to me, hard to tell from the pictures. I would pass. For that kind of price, I would prefer to convert a 1990s rigid frame MTB into a city bike.

What about the idea that it may not be made in England? Is it worth holding out for an English Raleigh, rather than take a Canadian one?

It probably has the 26"x1-3/8" tires. There are two sizes/diameters of 1-3/8" tires, see SheldonBrown.com under wheel sizing.
Bargin the bike down, dented chain guard and if you look at the shot of the front fort it looks like theres a nice dent in it. also theres rust. proberly not serviced and The seller has no clue what they are selling. and i'm sure theres other things, really It's over priced. to much things needing work.
I live in ottawa I'd give you a nice bike kinda like that one but in better condition, just gotta come get it lol. it needs minor work and a front rim but it works and is in pretty good shape.
