Ok, if the goal of these flat sprint stages is to go fast at the end, why don't the sprinters use time trial bikes?? I would think this would help them go faster. Sorry if this is a dumb question>

TT bikes are forbidden for use in mass start races.

Even if they could use them, a TT bike wouldn't be the ideal for a sprint anyways. The air foil shaped tubes tend to be less rigid than round(er)-tubed road frames, and the crunched-up riding position wouldn't be very good for maximum power output, especially after hours in the sadle.

^ what both of them said. the TT hand/body position is great for good output over a long period of time and being super-aero, but you can't get the leverage you need on the bars for a good sprint. look at the sprinters, they are almost ripping their bars off.

3rd reason: TT bikes handle horribly in anything other than a straight line. I would not want pilot one down any of the descents that happen during a stage, nor would I want to contest a bunch sprint with one.

In the last Giro TT which was pretty hilly, most riders used road bikes with clip on aerobars.
