Old road bike with steel lugs and good tubing. Or you could get an orgin 8 frameset that is going to be of much lower quality.

Well, for that price, it isn't going to be worth giving up that much quality for something with track dropouts.

IDK man, with a 160 upper limit the scrambler v2 is probably your best option. It also includes some other nice things such as a headset, seatpost, clamp, etc. You could just drop an extra 40 and get a kilo for two bills

If you're patient and can devote some time to scouring CL and eBay, you'll probably find something that will work for you. I picked up a new Madison frame off eBay for $165.
