Given the position of the bike, maybe they are crash bars?
Seems like he's trying to get useable drops on a very small frame.

I think they eject the rider..............Looks like they work well.
Agree on the he, or she, thinks it looks cool or neat or different, I only go with the different.

the bars might be best used upside-down going along the fork

I'm guessing those bars are intended to be used on a recumbent? What they're doing on that bike, with broken brake levers, and disconnected brake cables? I don't know. Causing grevious injury to the last rider .... apparently.

I'm taking another poke. It appears that the loonngg curvy part is added onto the original ape hangers. there's a bulge under the electrical tape, on the left side it's conceiled by the broke brake lever, but you can see it clearly on the right bar, since that brake lever is mounted lower...on the original ape hanger.
I'm guessing the big extra curve was originally higher (to make "great ape" hangers), but when pressure was applied, they slipped (because maybe they were just held in place with electrical tape?) and fell down to their current position and possibly caused the crash, thus braking the break lever, etc, etc.
JUst a guess.

Cheap home made Ram-horn handlebars imitations is my guess. But that black pipe wouldn't bend 90 degrees to finish the forward curve.

Judging from the frame, I'm guessing the bars are used in the guy's freestyle bag of tricks. He's probably got some crazy stunt requiring those bars.
putting your feet up on them maybe?
