Im trying to figure out what this person means by cup is cracked.

" Needs new headset, cups are cracked."

I know what the headset is but cups?

It is that nice smooth area where the bearing rolls/sits making the rotation smoth. The bearing surface.

Cracked = bad.

You probably can't tighten your headset enough to get rid of any play. Turning will also suffer and feel gritty.

No, it is the piece that is pressed into the frame underneath that piece. There is another one at the bottom end of the head tube too. I had the same POS Miche headset on my Bianchi. I replaced it with a Shimano Ultegra unit, and it has been fine ever since.

The cut-away section above shows a cartridge bearing system, not your traditional cup and cone one, (moving surfaces are all contained within the replaceable cartridge).

In headset terminology, the cup and the cone surfaces are both called races.

Its a standard job for a decent bike shop to replace all the parts of a headset. You need some special tools, so its not really a home repair.
