My new steel Scapin (oooh baby; a Scapin! :D ) seems to have paint on the bottom
bracket threads (this frame is silver, so it's difficult to tell the difference between the
painted and unpainted bits). The frame is far from a top of the line Scapin (that's why
I could afford it), so I'm assuming the typically rigid Scapin production protocols weren't
adhered to during its construction.

I tried, very gently, to screw in the bottom bracket, but it's very tight.
I've heard that forcing in a BB over painted threads can damage the threads, which is why
my bike shop guy always covers all threads before a re-spray -- or is this just relevant
for aluminum frames?

Anyway, am I supposed to leave the paint on the threads in the BB, or scrape it off?

Have your LBS run a tap through the threads. That will remove any offending paint.

Maybe an old cup from a loose-ball BB, nudged in a little at a time, will cut the paint loose. Each time you remove it, use a rag or the like to clear the displaced paint and clean the threads. Maybe!

Have the threads chased with a tap by your LBS or a machine shop. Don't mess up your new frame by getting in a hurry.
