i've been feeling pretty strong this years and have ridden over 2k miles, but still have some stubborn fat on the inside of my thighs and over my quads that refuses to go away. it's not major, but feels out of place on my otherwise pretty slim body (not to mention looking bad in shorts).
what kind of training rides or other exercises are going to target this?

You can't "target" fat areas. You can only reduce fat in total. You are genetically programmed as to where your body stores fat. Lose more total fat, and you will reduce the fat in this area, as well as in all other areas your body stores fat.
When it somes to cycling as a tool for fat loss, I don't consider it to be one of the greatest exercises. (I didn't say it isn't a good one.) Burning more calories than you consume in a day is going to have a lot more to do with losing fat. Some people call this a DIET. I call it eating the right stuff and not eating JUNK.

Put on some more muscle mass everywhere. As for burning off that stubborn fat, you will have to fight poison with poison, ride stubbornly more.

Quite right. There is a saying "last off, first on". Some people are lucky in having their fat deposits in places that are not particularly noticeable. Other people, at the same percent body fat, have bodies that want to stick almost all their fat in one place like a nice little pot belly.
Another thing is that losing fat and getting percent body fat down to a certain level is not too hard. But getting percent body fat way down like around 4-5% for men is really tough. That is the reason that people who have to have low body fat like body builders and wrestlers (not the pros the guys who have to make the weight classes) often have eating disorders.
