Bicycle Mechanics - Looking for no eyelet adapter for rack mount

Buddy wants to mount a Burley 'moose rack', for his daughter's Burley Piccolo on his wife's bike. The idea is that he will pull the trailer with the youngest one, while his wife gets the kid that can help propel.
Anyway, her frame does not have any rack mount eyelets in the rear. Short of having one made at a local machine shop, does anyone know where he can buy a mount adapter. Old Man Mountain racks have ones for their racks, but do not sell the adapters alone. I've attached an image from OMM's webpage:

You didn't say what kind of bike. If you have a positive mounting location of some time for the upper support, you might try a pair of "P" clamps for the lower support. I've not had good results trying to mount a rack using two pairs of "P" clamps so I definitely wouldn't recommend doing that for a Piccolo set up. If the rear dropouts have a window in them, you might be able to fabricate somekind of bracket to fit in there. I think that's what I would try to do.

It's a fine Italian road bike. Given the loads placed on the rack by the Piccolo, and the value of the cargo, I plan on making our version of the OMM adapter, if one cannot be bought somewhere. I agree on not using 'P' clamps.
