Does anyone know when this is supposed to come down?

I like to think that it really screws up the rhythm of my ascent on 9. It's almost impossible to hit the light, and for some reason I get nervous with the cars behind me, and then I get nervous crossing the diveted yellow, and then I seem to think that I am riding to slow and the cars in the opposite direction are waiting for me. The end result is that I pedal a very fast cadence to get through it and find my heart rate way above where it should be.

It's probably just a poor excuse for not climbing enough, but it sure seems like the few times I went up 9 before the light, it was easier.

You could always avoid the light and go by way of Redwood Gulch. Just sayin'... Oh wait, you don't want to elevate your heartrate. Scratch that, then. :)

+1 on Redwood Gulch. I found myself having to sprint up the hill once I got the green light, and that took a lot out of me, which meant I struggled the rest of the climb. Yes, Redwood Gulch elevates the heartrate too, but feels a bit safer.

Redwood Gulch... that climb looks nuts! It's also a bit further away from my (LG). It may be worth a shot though.
