Bicycle Mechanics - If my bike post is 30.88 mm, what size seatpost clamp do I need?

I lack the equipment to measure the tube accurately, so I'm hoping there's an easy to determine the size of seatpost clamp I need based on the size of the seatpost itself (the part with the seat attached to the top) - 30.8mm.

The size of the clamp has more to do with the seat tube diameter(the tube your seatpost slides into).

you'll need to go to a lbs to get the clamp, so why don't you have them measure the outside diameter of the seat tube (which is as frankenmike states what needs to be done in order to determine what size clamp to buy)?
