The quick release on my front brake is jammed.

This is the style of quick release:

I tried loosening the bolt in the centre of the circle with the tab on it, and also the one that holds that cable. I still couldn't get it to unjam. Any one have any ideas?

Try squeezing the calipers against the rim. Sometimes you have to take the stress off the cable to get the QR to work.

Sometimes, there's a part of the brake QR that hits the brake arm when rotating. Again this would be fixed by manually squeezing the calipers.
