refurbishing an old lugged steel Bianchi (I painted it orange though, never liked Celeste).

Mostly it will be used for gravel trail riding and winter training, but I'd like to try an actual race this fall.

Need some advice on parts - specifically brakes and the pros/cons of inline brake levers.

For brakes, I live in MD, so conditions definitely include mud. Doubt I will go for full swamp rides, however.

As for the in line brake levers, I've read some posts that these are frowned upon for racing. Is that just fashion, is there a rule, or is there a real reason for it?

The reason for inline levers is that you can slow your bike down with the rear brake while hopping on.

It's personal preference from what I've read.

My biggest gripe with inline levers is they make the brakes feel terrible. They add too much resistance to the system creating a vague feel.

I use inline levers... I dont notice any difference in how the levers feel through my whole system. Record 9 shifters, paul levers, paul brakes. I like them for long steep descents. It allows me to have full leverage on the brakes while being able to keep my weight off the back of the saddle. Less hand fatigue plus I can switch hand positions throught the race to keep myself feeling fresh. Nice on the final laps for sure.
