I've got a steel frame with slight rusting around the lugs and on small chipped paint areas. I've read articles about oxalic acid treatment. But, I don't want to completely tear down the bike for an acid bath just to remove small external rust. Is there a way to remove the rust without destroying the finish?

the only thing i'm familiar with is to put it to a grinder. you can try using a iron bush on the end of a drill. You will have to disassemble the bike a bit to do this safely. It'll grind any rust off, with relatively minimal removal of the rest of the paint.

You can then try repainting it with a similar color as your frame... try nail polish. A girl has to have a selection, right? Works well when you're trying to find a matching shade of blue ;). Works well for cars, I assume it'd be fine for a bike!
