I found a local guy who is selling his old Trek for $75. It has some rust, and scrapes from use, but works %100 and has no serious issues. Is that a good price? Would it be worth investing in this bike if I added new wheels, saddle, etc?

What year is it? Which 'grade' of Navigator? And where is the rust - Navs have an aluminum frame.
