Have seen an ITM stem which i blieve has a 26.0mm clamp, however I would like to use a cinelli bar which have a 26.4 diameter, can these two be used together?

You really shouldn't although with a little finessing, it can be done. I've done it...but nowadays...I wouldn't do it again.

Certainly not recommended. Either obtain the correct Cinelli stem or buy bars with the correct clamp diameter. Crushing the bars to force fit them into a too-small stem clamp is an accident looking for a place to happen.

You can do it, all you have to do is pry open the stem a hair.
Should you do it?
Probably not, it's just subjecting yourself to an unnecessary risk. Will it definitely fail? No. Chances are you, and you're teeth will be safe, but do you want to take that risk?
I would just throw the 26.4mm bars in the scrap and get 26.0mm bars that are readily available compared to cinelli 26.4mm stems.

I think it can be done, but personally I wouldn't risk it.
