And what's this i hear about A. Schleck and Armstong being on a team? False propaganda??? Or truth???

They are prohibited from disclosing anything until September.

Well dang... guess i'll have to just wait it out till then :( so.... i'm guessing that doesn't apply to members saying they are going to join a certain team??? i.e. Everyone knowing LA is in on the RadioShack team??

LA's announcement was that "We'll have Radioshack as a sponsor for next year." He's not currently contracted to Astana and is an owner of the team that he and JB have set up. So, no foul. The prohabition is with regard to "contract negotiations" and "transfers".
