Your dérailleurs are out of adjustment.

Also if you try to do it while your chainline is out of alignment you won't be able to pedal backwards :)

They're not supposed to. Does it happen on every rear cog? I have one or two cogs that don't allow me to back pedal for too long - I suspect the cogs may be damaged.
