My girlfriend is living in Fresno for the year and I just visited her this weekend. We camped in Sequoia NP on Saturday. The road going into the park from the south (Hwy 198 aka Generals Hwy) is AMAZING! Saw two guys on road bikes about halfway up.
I've done the climb out of Cedar Grove in King's Canyon to Grant's Grove, outstanding ride.

I've been up there, and thought it would make a great ride. I recall the shoulder being very small/nonexistent though? I suppose in the spring/fall when there aren't many tourists, it might not matter.

We were exiting the park on a Sunday afternoon via the south (Foothills) entrance and there were hardly any cars. I've only been there once so take this with a grain of salt but it seems most traffic sticks to the north entrance.
Through the main parts of the park there were enough distracted tourists and no shoulders. Saw many people over the yellow line in the turns and a few folks doing 25 in a 45mph zone. I don't think I'd feel comfortable riding there.

You know where I'll be, I'm doing the BBQ'ing again. As far as I know it will be tri-tip, chicken and veggie burgers.
